DOG LICENCE

I live in Liopetri. I have been trying to get a dog licence for my dog for more than 1 year now. I have been asking at Liopetri Municipality every month starting January 2025. I was told the system was not ready yet. Eventually some 9 months later the Liopetri Municipality told me I had to go to Ayia Napa municipality for the dog licence. I have visited the offices of Ayia Napa Municipality several times and they also tell me the system is not ready yet. Please can you tell me when I will be able to get a licence for my dog. I believe this is required by law and that there is a fine of 85 euros if I do not have a licence! Why is your system still not ready for this? Thank you
